SUBJ: HAZARDOUS MATERIALS QUESTIONS/ANSWERS (99-7)

1. THE FOLLOWING PROVIDES GUIDANCE TO AMC TRANSPORTATION FUNCTIONS. NON-AMC UNITS SHOULD CONTACT SERVICE/COMMAND FOCAL POINT LISTED IN AFJMAN 24-204 OR COMMAND DIRECTIVES FOR GUIDANCE.

2. QUESTIONS/ANSWERS:

A. QUESTION: WE RECEIVED A SHIPMENT OF "DICHLORODIFLUOROMETHANE" IN DOT-4BW300 CYLINDERS. AFJMAN 24-204, TABLE A6.1 STATES DOT-4BW225 MUST BE USED. IS THIS SHIPMENT CORRECT?

ANSWER: PRESSURE LIMITS IN TABLE A6.1 ARE MINIMUMS. WHEN CYLINDERS WITH A PRESSURE LIMIT ARE PRESCRIBED, OTHER CYLINDERS MADE UNDER THE SAME SPECIFICATION BUT WITH A HIGHER MARKED SERVICE PRESSURE LIMIT ARE AUTHORIZED IAW PARAGRAPH A3.3.2.5 (SECOND BULLET).

B. QUESTION: WE RECEIVED A SHIPMENT CERTIFIED TO A COMPETENT AUTHORITY APPROVAL (CAA). THERE IS NO EXPIRATION DATE ON THE DOCUMENT. IS THIS CAA AUTHORIZED FOR MILITARY AIR?

ANSWER: NORMALLY, AN EXPIRATION DATE IS NOT ASSIGNED TO A DOT ISSUED CAA. THE SHIPPER IS RESPONSIBLE FOR PROVIDING A COPY OF THE CAA WITH THE SHIPMENT. IF AN EXPIRATION DATE IS ASSIGNED AND SHOWN ON THE DOCUMENT, THEN THE DATE MUST BE CURRENT.

C. QUESTION: WE HAVE AN EXPLOSIVES ITEM AS PART OF OUR MOBILITY DEPLOYMENT PACKAGE. THE JOINT HAZARD CLASSIFICATION SYSTEM (JHCS) SHOWS ONE OF OUR ITEMS AS .00960 KG NEW. WE HAD BEEN CERTIFYING THE ITEM AS ".OO1 KG NEW" BUT HAVE BEEN TOLD WE CAN NO LONGER DO THIS. IS THIS CORRECT?

ANSWER: THE JHCS SHOULD BE USED TO DETERMINE CORRECT PSN, HAZARD CLASSIFICATION, MARKING/LABELING REQUIREMENTS, ETC FOR DOD EXPLOSIVES BEING SHIPPED BY MILITARY AIR. ALSO, THE JHCS IS USED TO DETERMINE TRANSPORTATION NET EXPLOSIVE WEIGHT. HOWEVER, IT IS NOT INCORRECT TO ROUNDUP THE NEW ENTRY IN KEY 16 OF THE SHIPPER'S DECLARATION. BASED ON THE INFORMATION YOU PROVIDED, THE USE ".001 KG NEW" IS ACCEPTABLE (SEE NEXT QUESTION).

D. QUESTION: WE ARE INSPECTING A SHIPMENT OF AEROSOLS THAT HAS AN ENTRY IN KEY 16 OF THE SHIPPER'S DECLARATION OF "1 FIBERBOARD BOX 60 FLUID OZS". THE CONTENTS OF THE BOX IS 4 CANS, EACH MARKED 14.9 FLUID OUNCES. SHOULD WE FRUSTRATE BECAUSE THE QUANTITY DOES NOT MATCH? AND MAY NON-METRIC BE USED?

ANSWER: THE SHIPPER MAY ROUND OFF THE ENTRY IN KEY 16, PROVIDED IT WOULD NOT MISREPRESENT THE TOTAL QUANTITY. THE SHIPPER ROUNDING OFF TO THE NEXT DECIMAL POINT IS ACCEPTABLE. MEASUREMENTS OTHER THAN METRIC MAY BE USED FOR ITEMS CERTIFIED UNDER A6.3, "SMALL RECEPTACLES CONTAINING COMPRESSED GASES", WHICH WOULD INCLUDE AEROSOLS, IAW AFJMAN 24-204, FIGURE A17.1 (KEY 16).

E. QUESTION: WE DO SHIPMENT SPLITS AT THE PORT FOR "PIECE CONTROL" PURPOSES. DO WE NEED TO MAKE "TRUE COPIES" IAW AFJMAN 24-204, PARAGRAPH A17.2.5?

ANSWER: IT IS NOT NECESSARY TO COMPLETE A TRUE COPY WHEN THE PORT ASSIGNS A "PIECE CONTROL" SPLIT TO A SHIPMENT TCN. THE TCN SPLIT LETTERS MAY BE ADDED TO KEY 5 OF THE SHIPPER'S DECLARATION OR WRITTEN ON THE BACK OF REQUIRED ALL RED BORDER COPIES. ANY ADDITIONAL COPIES, FOR LOCAL USE, MAY BE REPRODUCTIONS. HOWEVER, DO NOT ATTACH

ANY REPRODUCTIONS TO THE AIRCRAFT'S MANIFEST. WHEN A SHIPMENT IS SPLIT FOR MOVEMENT ON DIFFERENT MISSIONS, THEN PROCEDURES IN A17.2.5 MUST BE FOLLOWED.

F. QUESTION: WE ARE GOING TO SHIP A HELIUM CYLINDER BY COMMERCIAL AIR. CAN AFJMAN 24-204 BE USED?

ANSWER: WHILE AFJMAN 24-204 AND 49CFR REQUIREMENTS ARE THE SAME FOR COMPRESSED GAS CYLINDERS, 49CFR TAKES PRECEDENCE FOR HAZARDOUS MATERIALS MOVED "IN COMMERCE." CHECK WITH THE AIR CARRIER CONCERNING WHICH CERTIFICATION REFERENCE (49CFR, ICAO, OR IATA) THEY USE. FOR MOVEMENT ON AMC CONTRACTED COMMERCIAL CARGO MISSIONS, AFJMAN 24-204 MAY BE USED AS SPECIFIED IN DOT-E 7573.
