SUBJ: HAZARDOUS MATERIALS QUESTIONS/ANSWERS (99-3)

1. THE FOLLOWING PROVIDES GUIDANCE TO AMC TRANSPORTATION FUNCTIONS. NON AMC UNITS SHOULD CONTACT SERVICE/COMMAND FOCAL POINT LISTED IN       AFJMAN 24-204 OR COMMAND DIRECTIVES FOR GUIDANCE.

2. QUESTIONS/ANSWERS:

A. QUESTION: WE RECEIVED AN EXPLOSIVE SHIPMENT WITH AN NSN WE CANNOT FIND IN THE JOINT HAZARD CLASSIFICATION SYSTEM (JHCS). ALSO, THE NSN DID NOT INCLUDE THE NORMAL 13 DIGITS ASSOCIATED WITH AN NSN. CAN WE SHIP USING THE SHIPPER PROVIDED NSN?

ANSWER: A CHECK REVEALED THE NSN TO BE LOCALLY ASSIGNED. SINCE THE ITEM IS NOT LISTED IN THE JHCS, THE SHIPPER MUST PROVIDE A COPY OF EITHER A FINAL OR INTERIM HAZARD CLASSIFICATION APPROVED BY SHIPPER'S SERVICE REPRESENTATIVE IAW AFJMAN 24-204, PARA A3.3.1.2.

B. QUESTION: WE ARE SHIPPING A PIECE OF EQUIPMENT THAT HAS A NON-REGULATED BATTERY AND IT USES A FUEL WITH A FLASHPOINT ABOVE 141 DEGREES F. DO WE STILL NEED A SHIPPER'S DECLARATION?

ANSWER: NO, BUT YOU MUST ANNOTATE "NON-HAZARDOUS" ON THE DD FORM 1387, MILITARY SHIPPING LABEL IAW AFJMAN 24-204, PARA 1.10.3.

C. QUESTION: WE ARE SHIPPING A SERVICE REFUELING VEHICLE WITH A BULK DIESEL FUEL TANK THAT HAS BEEN DRAINED. HOW WOULD YOU SHOW THE BULK TANK ON THE SHIPPER'S DECLARATION TO PREVENT CONFUSING IT WITH THE VEHICLES TANK?

ANSWER: RECOMMEND THE FOLLOWING ENTRY IN KEY 19: "BULK TANK DRAINED BUT NOT PURGED" FOLLOWED BY THE PSN, HAZARD CLASSIFICATION, AND ESTIMATED QUANTITY OF FUEL REMAINING WITHIN THE TANK IAW AFJMAN 24-204, PARA A17.4.3.1 AND FIGURE A17.1 (KEY 19). ALSO, SHOW THE FLASHPOINT FOR THE DIESEL FUEL.

D. QUESTION: WE RECEIVED A CYLINDER CONTAINING NITROGEN WHICH IS MARKED "SP 6498." THIS CYLINDER IS NOT LISTED IN AFJMAN 24-204. IS IT AN ACCEPTABLE CYLINDER?

ANSWER: THE "SP" STANDS FOR THE TERM "SPECIAL PERMIT." THIS TERM IS NO LONGER USED, BUT IS MUCH LIKE A DOT EXEMPTION. 49CFR, 173.23 ALLOWS THE USE OF AN SP 6498 CYLINDER PROVIDED IT WAS REMARKED AT TIME OF LAST RE-TESTING AS A "3AL" CYLINDER. THE DOT-3AL CYLINDER IS FOUND IN AFJMAN 24-204, PARA A6.6.4 AS AN AUTHORIZED CYLINDER FOR NITROGEN GAS. IT IS THE SHIPPER'S RESPONSIBILITY TO ENSURE THE CYLINDER WAS PERIODICALLY RE-TESTED AND THE MARKINGS ARE CURRENT. THE CYLINDER CANNOT BE SHIPPED UNTIL THESE REQUIREMENTS ARE COMPLIED WITH.

E. QUESTION: A SHIPPER ASKED IF THEY COULD USE A DOT "3A" CYLINDER TO SHIP, "PETROLEUM PRODUCTS, N.O.S" BY MILITARY AIR. WE CAN'T FIND A REFERENCE IN AFJMAN 24-204, ATTACHMENT 10 FOR THIS.

ANSWER: DOT SPECIFICATION CYLINDERS USED FOR COMPRESSED GASES, EXCEPT THE DOT 8 AND DOT 3HT, CAN BE USED TO SHIP FLAMMABLE LIQUIDS IAW PARAA7.3.19 OF AFJMAN 24-204.

F. QUESTION: TO SAVE SPACE ON A UNIT DEPLOYMENT, WE ARE GOING TO PLACE A SMALL WHEELED GENERATOR IN THE BACK OF A VEHICLE. CAN WE SHIP THIS SUPPORT EQUIPMENT AT ONE-HALF FULL IAW AFJMAN 24-204, PARA A3.7.1? ALSO, WE ARE BEING TOLD TO USE A3.7.1 AS CERTIFICATION REFERENCE ON THE SHIPPER'S DECLARATION. IS THIS CORRECT?

ANSWER: SINCE, THE SUPPORT EQUIPMENT IS BEING TRANSPORTED IN THIS MANNER TO SAVE SPACE AND NOT TO MEET A TACTICAL OPERATIONAL REQUIREMENT, THE ITEM NEEDS TO BE DRAINED (PURGING IS NOT REQUIRED). THE CHAPTER 3 AUTHORIZATION ALLOWING INCREASED FUEL LEVELS FOR VEHICLES AND WHEELED SUPPORT EQUIPMENT SHOULD ONLY BE USED WHEN THERE IS AN OPERATIONAL NEED TO ACCOMPLISH MISSION IAW PARAGRAPH 1.8. IN PLACE OF TRANSPORTING VEHICLES/EQUIPMENT WITH "FUEL-IN-TANK," POP APPROVED CONTAINERS, SUCH AS THE MILITARY PLASTIC JERRICANS, SHOULD BE USED. "A3.7.1" IS A POLICY DIRECTIVE, NOT A PACKAGING PARAGRAPH. IT SHOULD NOT BE USED IN KEY 17 OF THE SHIPPER'S DECLARATION.

G. QUESTION: WE RECEIVED A SHIPMENT OF EXPLOSIVES MARKED "DOD POP HM/USA/AYP TR88003." THIS DOES NOT MATCH POP MARKING IN AFJMAN 24-204, ATTACHMENT 14. IS THIS MARKING ACCEPTABLE?

ANSWER: THE MARKING REFERS TO THE POP TEST REPORT FOR THE PACKAGING. IT CANNOT BE USED IN PLACE OF THE REQUIRED POP MARKING CONSTRUCTION AS     SHOWN IN ATTACHMENT 14.
